After 24 hours of two adults working tirelessly to solve the problem, dozens of websites read, a system restart and no progress your way worked perfectly! While waiting for second tier I installed the hotfix and it is now installing another 192 updates. And thank you also to lakonst2012 for simplifying the solution. For us, cleaning out all expired updates and forcing a full SUP synchronization resulted in the problem devices to successfully scan for updates and not receive the 8007000E error.
